Issues with gaps in top layer of the 3d print. Wall not connecting?

Hi!

I have issues with the top layer. Using a ender 3 and latest cura at this time. On many things that i print the top layer has a gap close to the outside wall. How do i fix it? Tried higher flow, infil, higher overlap, calculated esteps, leveled my bed differently and more. I can't seem to fix it so that's why I'm asking here.
