extruder retracts the filament all the way out above the nozzle

extruder retracts the filament all the way out above the nozzle
I am just getting started in 3D printing, i am using the newest version of cura (3.0 i think). i have not been able to successfully print anything or even finish a print, a few minutes into the print the extruder retracts the filament all the way out above the nozzle tube and into the gear. i have tried to adjust the retraction in cura, even setting it to 0.
note:
-anet a8 pursa i3 printer
-using Hatchbox PLA at 190c
-using firmware that came with the printer
-using cura's anet A8 presets
-printing via USB
secondary questions:
-PLA recommended general settings for the Anet A8 Pursa i3? (a good place to start)
-should i update firmware if so what version and where do i find it?
-is cura even good? if you recommend something else what? and what settings do you recommend?
-can you provide tips or links to information to help me dial in the Anet A8 Pursa i3?

I moved your post to the Reprap area, since you have a A8 Prusa i3 (not an Utimaker, which is where you posted)

Does your Anet A8 Prusa i3 Have a filament run-out sensor. If so if may have a intermittent connection.

No filament run out sensor.

When it does retract the filament all the way out, the feeding gear spins multiple times and quite fast. Im not sure if i am using the correct cura profile and or setting.

Well let's start there, Here are my Cura Profiles. They should work for you.
For 1.75mm Filament Will import into Cura 3.0.3
Start Cura, Select Settings, Add Printer.
Select Custom, Select Prusa i3
Select Preferences, Select Printers, Select Machine Settings.
Change your printer settings.
This is a good starting point.

Have you tried the Cura settings. You can adjust them to meet your printers requirements.
