To come back on the LePaul issue, my take is that your spool is at the higher limit of diameter tolerance, and if your coupler is not in top condition you will get under extrusion.
I had in the past a lot of problems with Ultimaker white PLA, and only with that one. After I replaced the coupler, all the problems disappeared....

I have been printing nearly two spools of Ultimaker Silver PLA past weeks (combining nozzle testing with Christmas gift manufacturing )
The first spool was an older one, probably a year old or so, and second spool was brand new.
Both of them printed well on my UM2E (with the original feeder, TFM-coupler and ruby nozzle). (Star Wars is popular now days ) That said though, the blue Ultimaker PLA that came with my first UM2 is probably the most unreliable material I ever tried to print, and I have heard similar statements about the silver PLA. But I thought those issues should have been sorted by now, or is there any chance that you got an old spool?

No....but it worked fine on the UM2, the UMO had feed trouble with it

I can confirm your statement - have a roll if white UM PLA and always troubles with the setings - sometimes is 210 too cold, sometimes the flow amount too less... I always need to do adjustments with this material. Bu I have to mention that it is app. 2 years old (but propperly stored)...
My other rolls from Colorfabb are pretty nice and straight forward to print.
Will give the 3dlabprint edge 540 printable RC plane a try within the next weeks...

The silver Ultimaker PLA bundled with the printer is a POC...it snaps soo easily. I was using it to get familiar with the printer and thought it was good enough for this. But man, it's soo brittle
I have more than half a roll left...but it's not going back near the printer again.

That's the first test I do with any filament I buy...try to snap it apart. My new Ultimaker material is fine, it doesn't snap apart and my only observation was it seemed to have some trouble feeding. I was curious if there was a coating on it which made it more slippery or something?
