I have Marlin 1.1.3 and 1.1.5 on a variety of Hictop printers. Some are MPX.3 and some V1.3. I have not seen this issue at all. I did get G28 Z forbidden before, but that was due to having Safe Homing turned on when I was trying to home Z at another location.

Maybe that is why I get it, I Have safe homing turned on.

It Appears that the "G28 Z Forbidden" is given when you home Z while At Home.
While using OctoPrint If I am at home and home Z in OctoPrint I get the "G28 Z Forbidden".
If I first home XY and then home Z in OctoPrint it works fine.
