I found one that's in development and works in this version of phpBB

I have installed it and you will see a smiley face in the tool bar with a pulldown...

I toggled off a few of the smileys (I think) since the screen shot
Let me know how you like it and if it is too obnoxious!

Not all likes (fb-style menu) are visible. Thats odd
