I would think that the lead screw axis coupler is causing this warble. I had too wrap a single layer of electricians tape around the bottom of my lead screw too keep it in the center of the coupler to eliminate this wobble. Though my warble was not this extreme.

You can raise and lower the Z-Axis watching the coupler's too see if they are not spinning true.
If you do not have lead-screws then do not have a clue.

Actually, this looks like a loose print bed, since it is on both X & Y axis. Does the bed move when you put your hand on it? Can the bed move side to side?

Looking at some online specs, I assume this has a proximity leveling sensor. If so, I would tighten the 4 bed leveling screws evenly by about 2 full turns, then relevel.
